Factory bankruptcies in Russia: aviation and the defense industry have come under attack

Claims and debts have hit aviation, shipbuilding, and defense plants

Government contracts, debts, and lawsuits have increased pressure on a number of industrial enterprises in Russia. In recent months, arbitration courts and creditors have launched or are preparing insolvency procedures in key sectors — from aviation to heavy engineering.

"Pervyi tekhnicheskii" has compiled all the most high-profile factory bankruptcy cases in a major feature in order to reveal the true scale of the threat to the country\'s technological sovereignty.

Aviation and engine manufacturing

Enterprises linked to military and civil aviation have come under risk. Possible procedures are being discussed around the manufacturer of engines for the Su-57 — ODK-UMPO. Financial losses were also recorded at ODK-Saturn, where losses reached 14 billion rubles amid the proceedings.

Lawsuits also affected the manufacturer of the PD-14 and PS-90 aircraft engines — Perm Motors. Lawyers separately assessed the risks for the strategic plant involved in the Tu-160M program — the Kazan Aviation Plant named after S. P. Gorbunov.

Tax authorities initiated proceedings against the manufacturer of the TVS-2MS aircraft — Rusaviaprom. Additional pressure was experienced by the equipment supplier for ODK-Kuznetsov, namely "Samara-Aviagaz."

Shipbuilding and fleet

Creditors\' claims are accumulating in the civilian and military fleet segment. Procedures have affected a strategic shipyard — Yaroslavl Shipbuilding Plant "Yantar".

On the brink of insolvency was the manufacturer of naval systems for the Navy — AO "Zavod \"Krizo\"".

Defense industry and specialized production

The procedures have affected suppliers for the security agencies. This concerns the manufacturer of special communications equipment for the Russian Ministry of Defence — NPO "Angstrem".

A separate case ended with financial rehabilitation — Klimovsk Cartridge Plant preserved production after support measures.

Oil refining and heavy engineering

The only oil refinery in Novosibirsk Region entered bankruptcy proceedings — Kochenevsky Refinery. The courts are currently considering 13 claims against the enterprise totaling about 338 million rubles. The refinery processes about 720 thousand tons of oil per year and produces gas gasoline, heating fuel oil, petroleum tar, and bitumen.

In the Urals, the oldest machine-building plant, Kyshtym Machine-Building Association, has already been declared bankrupt, and the court has seized its movable and immovable property. The enterprise is the only one in Russia to produce certain types of mining equipment and drilling tools.

Creditors also initiated proceedings against the supplier of SANY quarry equipment — "Vostoktyazhmash." The company operates as an official representative of the "Tonar" plant and supplies Chinese trailer and quarry equipment by SANY.

Railway engineering

A claim was filed against Siberia\'s leading electric locomotive repair enterprise — Novosibirsk Electric Locomotive Repair Plant. The reason was non-payment of a debt of 14.7 million rubles.

Electronics and IT suppliers

A company that sold imported equipment disguised as Russian was declared bankrupt — RS Group. The company became widely known in 2023 when its products took leading positions in the Ministry of Industry and Trade registry, scoring a record 180 "domesticity" points — 40 points more than its closest competitors.

However, it soon emerged that the high scores had been achieved thanks to a scheme under which imported equipment was passed off as Russian.
