The head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, has proposed changing the rules of compulsory car insurance. The deputy proposes to give drivers the right to choose: to issue an OSAGO policy either for a specific car, as it works now, or for themselves personally — so that the insurance is valid when driving any passenger transport.
Currently, the policy is issued for the car, and an unlimited number of drivers can be entered into it. This is convenient when a family has one car and several people use it. But for those who regularly drive different cars, the current scheme creates unnecessary hassle.
Nilov recalled that a similar bill had already been submitted to the State Duma, but it was not supported then. However, the deputy is sure that we will still have to move in this direction.
One of the arguments is the growing popularity of electric scooters and other personal mobility devices. Currently, there is no mandatory requirement for them to have insurance. Kicksharing companies offer voluntary programs, but they do not cover all risks. If a person could insure their civil liability personally, it would be easier for victims of accidents involving scooters to receive compensation.
According to the author of the initiative, the system should become flexible:
- If a person uses one car with relatives, the policy remains tied to the car, as it is now.
- If a driver drives different vehicles, he insures his liability personally and gets the right to drive any passenger cars. In the event of an accident due to his fault, his insurance company will compensate for the damage.
The bill has not yet been submitted for consideration. First, the initiative will be discussed with the relevant departments and participants in the insurance market. If the concept is approved, work will begin on the text of the document and an assessment of the technical consequences of the reform.
