The Irkutsk Aviation Plant is gaining momentum before transitioning to large-scale production of the MS-21. In the future, the enterprise is expected to reach 36 aircraft per year – more than the combined target production rate of Tu-214s in Kazan and Il-114-300s in Lukhovitsy. A comparative analysis of production capacities was conducted by the publication "Tekhnosfera. Rossiya".

This ratio clearly shows the scale of the task. The Kazan Aviation Plant plans to gradually increase the production of Tu-214s to 20 aircraft per year, and the Lukhovitsy Aviation Plant – Il-114-300s to 12. Irkutsk, upon reaching its design capacity of 36 MS-21s, will be able to assemble more passenger airliners than these two sites combined.
However, the transition to this pace does not imply an immediate leap. The initial schedule for Aeroflot provides for four MS-21s per year until the end of 2027, after which the carrier is expected to receive ten aircraft in 2028. Subsequent deliveries under the next contract envisage 90 airliners in 2029–2032 – an average of 22–23 aircraft annually.
This schedule explains why the Irkutsk Aviation Plant needs to increase its production capabilities in advance. The transition from ten aircraft per year to more than twenty will likely require a phased increase in output, and the final point of the production plan remains the target of 36 MS-21s annually.
Against this backdrop, the three enterprises effectively form different centers of domestic passenger aircraft manufacturing. Kazan is responsible for the heavier Tu-214, Lukhovitsy is deploying production of the regional Il-114-300, and Irkutsk is preparing to produce the medium-haul MS-21 in the largest series – and it is here that the production scale of the program should become the main test in the coming years.
