Evolute and Voyah have proposed changing the approach to government subsidies for cars: reducing the amount of aid per car, but providing it to a larger number of buyers. The reason for this was the early exhaustion of budget limits for preferential car loan and leasing programs in 2026.

According to the Ministry of Industry and Trade, since the beginning of the year, 178.2 thousand cars and automotive equipment units have been sold in Russia under these programs. Preferential car loans accounted for more than 123 thousand cars, and another 54.8 thousand units of equipment were purchased under the leasing program. Evolute and Voyah believe that the rapid expenditure of funds indicates not only the demand for support, but also the need to distribute the budget differently.

According to brand representatives, a large subsidy allows for a greater reduction in the costs for a specific buyer, but at the same time reduces the number of people who receive the allocated government funds. A more moderate payment could cover more customers and extend the program's duration with comparable funding.

The problem is especially noticeable in the electric vehicle segment. From January to September 2026, about 10.6 thousand new electric cars were sold in Russia — approximately 1.1% of the new passenger car market. Currently, this segment occupies a small market share, so Evolute and Voyah advocate for continued systemic support, rather than its gradual curtailment.

In addition to the size of subsidies, manufacturers consider predictability of conditions for several years ahead, development of charging infrastructure, localization of production, and reduction of total cost of ownership for electric vehicles to be important. This should help the market develop not only through purchase discounts.

After the exhaustion of government limits, brands began to offer their own support measures. In early October, Evolute extended direct discounts on i-Joy and i-Space 2026 crossovers — when purchased for cash, the benefit reaches 551 thousand rubles. Voyah revised prices and discounts on Free hybrid crossovers in "Sport" and "Sport+" versions: the base price of the "Sport" version increased by 200 thousand rubles, but an increase in direct discounts allowed for a reduction in the final cost of both versions when paid in cash.

The Ministry of Industry and Trade announced the suspension of preferential car loan and leasing programs at the end of September after the allocated budget was utilized. The question now is not only about the volume of future funding, but also about how many buyers will be able to receive assistance under the new conditions.
