The Russian-Belarusian aircraft "Osvey" remains at the stage of working design documentation, and the distribution of work between the two countries is gradually changing. Russia is responsible for the design of the aircraft and the development of working design documentation, while Belarusian enterprises are involved in the creation of individual units, assemblies, and components, said Gennady Abramenkov, Deputy Head of the Ministry of Industry and Trade.

This scheme emerged against the backdrop of prolonged project approval. Initially, "Osvey" was conceived as a more equitable Russian-Belarusian production project. The Belarusian side expected a significant role for the 558th Aircraft Repair Plant in Baranovichi, including the production and assembly of the aircraft.

By 2026, the project faced approval problems. Anton Alikhanov, Head of the Ministry of Industry and Trade, reported in August that difficulties arose even at the preliminary design stage due to disagreements between civilian and military customers.

In addition, Russia and Belarus began to coordinate additional costs associated with new requirements for the aircraft. It was also announced then that serial production and assembly were planned to be organized at the "Sokol" plant of OAK in Nizhny Novgorod.

Against this background, Abramenkov clarified the current distribution of responsibilities. The Russian side is designing the aircraft as a whole, while Belarusian developers are to participate in the development and manufacture of individual structural elements and assemblies. 

Timelines have also become noticeably more cautious than initial plans. Previously, the first prototype was expected as early as 2026, but now its appearance and the start of flight tests are scheduled for 2027.
