From January 1, 2027, the minimum localization threshold for vehicles used in taxis will increase from 3200 to 3500 points, and by 2028, it will reach 3700 points. Industry representatives believe that tightening requirements may reduce the choice of available vehicles for transportation and lead to an increase in travel costs. At the same time, according to their assessment, taxi fleets have not yet completed adaptation to the current rules.

Which cars will be allowed for taxi work after 2027

Requirements for the localization of vehicles for taxis came into effect in Russia on March 1, 2026. To include a new car in the regional register, it must comply with the established level of localization or fall under the conditions provided by law for vehicles produced under special investment contracts. Exceptions to the rules apply to certain regions.

The threshold increase is planned in advance. From January 1, 2027, 3500 points will be required, and from January 1, 2028, 3700 points. Natalia Lozinskaya, Executive Director of the National Taxi Council association, believes that it is too early to change the requirements. According to her, carriers have not yet fully adapted to the current bar.

Lozinskaya claims that after the increase in points, the choice of cars for taxi fleets may decrease. The industry will have to wait for an updated list of permitted models, and companies will have to re-evaluate which cars are suitable for purchase and fleet renewal.

The list is gradually expanding. It already includes 36 models of different classes, including Lada, Sollers, Evolute, Voyah, Moskivich, UMO, Haval, and Tenet. In the summer, the Ministry of Industry and Trade added Jetour Dashing, several Tenet models, Omoda C7, and Jeland J6.

Andrey Belov, Development Director of Petersburgskoe Taxi 068, believes that the threshold increase itself will not necessarily lead to serious problems. According to his assessment, the requirement will increase by less than 10%, and manufacturers may have time to increase capacity within the allotted time. The current list, according to Belov, is generally suitable for the industry, although it has few economy-class cars and almost no minivans. However, there are enough comfort-class models and electric vehicles.

One of the main questions is the price

According to the National Taxi Council, 28 thousand cars have been entered into the register since the law came into force. The association estimates about 6 thousand registrations per month — significantly less than the previous 75 thousand. However, the period for calculating the average monthly indicator in the initial data is not specified.

For mass transportation, affordable economy and comfort-class cars are primarily needed. However, some models from the permitted list cost from 2.5 to 4 million rubles. At such a price, it is more difficult for taxi fleets to recoup the purchase of a car, especially if it operates daily, industry participants believe.

Auto expert and partner of the Avtostat analytical agency Igor Morzharetto stated that the list of permitted cars cannot yet be called complete. For example, it does not include suitable cars for transporting large families.

Carriers are also concerned about what will happen to models that have already been included in the list but may not meet the new requirements after the threshold is raised. Morzharetto hopes that the changes will not apply retroactively to cars that taxi fleets have already purchased.
