The initiator of the law on taxi localization, Senator Andrei Kutepov, has sent a new bill to the government, proposing to oblige carsharing services to use cars with a high degree of production localization in Russia.
According to the initiative, carsharing should use cars that have scored at least 3,200 localization points — that is, with a significant share of Russian components and assembly in the country.
The explanatory note states that the carsharing market is actively growing: at the end of 2022, demand increased by 20%, and the car fleet grew by 30–50%. In 2023, the number of trips in Moscow exceeded 50 million, with about 141,000 people using the service daily.
At the same time, in the fleets of some carsharing operators, the share of Chinese cars reaches 30–50%. According to him, this is a cause for concern in the context of supporting the domestic auto industry.
Kutepov stressed that the development of car sharing and mobility-as-a-service is a long-term trend for Russian cities, and the introduction of localization requirements will help stimulate domestic production and reduce dependence on imported cars.
