The Federal Antimonopoly Service (FAS) has prohibited the Russian National Library (NLR) from purchasing German scanners for almost 120 million rubles. The purchase was stopped after a complaint from the Russian equipment manufacturer "ProSoft-PC."
Representatives of the company pointed out that the library had formed a technical specification for a specific foreign manufacturer — the German Zeutschel. The NLR was unable to prove to the regulator that such requirements were not discriminatory. As a result, the FAS recognized a violation of the law on the contract system.
The library tried to explain that they already use OMNISCAN software developed by Zeutschel. According to its version, the software is only compatible with scanners from this manufacturer. The FAS refuted this claim, citing technical documentation that indicated support for other scanning systems.
The service added that there is also domestic equipment on the market, including "ЭларСкан", which is included in the register of the Ministry of Industry and Trade. However, when forming the purchase, the customer did not focus on products of Russian origin.
After the violations are eliminated, the purchase will be resumed, but the library will no longer be able to purchase foreign equipment.
