The Ministry of Internal Affairs Introduces Mandatory Standards to Improve Road Infrastructure

The Ministry of Internal Affairs of Russia has initiated changes to the rules regarding the construction and design of roads. Important GOST recommendations may now become mandatory. The decision aims to improve safety on the roads and reduce the number of accidents.


According to the new requirements, road organizations will have to provide lighting at pedestrian crossings and create 2.5-meter shoulders on acceleration lanes.

Strict rules are also being introduced for winter roads and ice crossings. Road workers will be required to promptly repair cracks in the ice and install warning signs. The Ministry of Internal Affairs is confident that these measures will help reduce the number of road accidents.

The draft amendments have already been sent to the Analytical Center under the government. It specifies the standards that road owners and contractors must comply with. Failure to comply with these standards will result in fines of up to 500 thousand rubles.

The Ministry of Internal Affairs also reminds that the president aims to reduce deaths in road accidents by 50% by 2030 compared to 2023. The new requirements should contribute to achieving this goal.

Some items of road GOSTs may be reclassified as recommendations. This applies to standards that are difficult to control or that do not affect safety. For example, requirements for rest areas along highways may become recommendations.

According to the Scientific Center for Road Safety, in 2024, 37.7 thousand accidents were recorded with signs of violations of requirements for the condition of roads, which is 6% more than last year.
