The Federation Council has proposed harmonizing the regulatory requirements of Russia and China in the field of unmanned aviation. According to Senator Artem Sheikin, Deputy Chairman of the Council for the Development of the Digital Economy, this is necessary to remove barriers to the development of unmanned logistics between the two countries.
Unmanned aerial systems are already becoming part of logistics solutions, including in international trade. To realize the potential of cross-border transportation with China, it is necessary to remove regulatory barriers and build mutual understanding at the level of standards and procedures.
The section "Digital Transformation of Transport" discussed the project of an international UAS hub between Russia and China. Following the meeting, recommendations were prepared for the Ministry of Transport, the Federal Customs Service, the Federal Air Transport Agency, and the Ministry of Foreign Affairs. Key issues included customs regulation, including temporary storage and declaration of goods.
Recommendations were sent to federal agencies, including the Ministry of Transport, the Federal Customs Service, the Federal Air Transport Agency, and the Ministry of Foreign Affairs, to consider the possibility of developing proposals for harmonizing the requirements of Russia and China in this area — from UAS certification to flight rules, frequency regulation, and control over the use of drones. This is an extremely important step, as inconsistencies in approaches between countries could become a serious obstacle to the development of unmanned logistics.
Unmanned delivery is a promising direction. In China, drones are already transporting parcels between cities. Harmonizing the rules between Russia and China will open up new opportunities for businesses in both countries.
