The Federal Financial Monitoring Service (Rosfinmonitoring) is promoting a bill that would allow the agency to directly receive information about transfers through the "Mir" payment system and the Faster Payments System (FPS). Currently, transaction data is received by Rosfinmonitoring only through banks.
The new bill stipulates that the agency will be able to contact the operator of these systems directly — JSC "National Payment Card System" (NSPK).
Deputy Head of Rosfinmonitoring, German Neglyad, explained that one of the key tasks of the agency is to combat "droppers" — people who transfer their cards to fraudsters. He stated that about 80,000 people are involved in such schemes every month. The new law, if adopted, should speed up checks and simplify the tracking of suspicious transactions.
The procedure for data transfer, timing, and format of interaction will be determined by a special agreement between Rosfinmonitoring and NSPK. The agency will be able to quickly identify complex cash-out schemes and freeze suspicious transfers.
Experts warn of possible risks, including the likelihood of formal blockings and erroneous sanctions.
