No more red tape: Ministry of Transport launches pilot project to digitalize grain transportation

Electronic waybills are synchronized with the databases of the Ministry of Agriculture and the Federal Tax Service

From May 1 to October 31, 2025, Russia is conducting an experiment to introduce electronic document management in the transportation of grain and its processed products. The initiative of the Ministry of Transport aims to replace paper waybills and trip tickets with digital counterparts through the state information system (GIS EPD). The project is designed to optimize logistics, reduce the administrative burden on business and increase the transparency of supply chains.

As part of the pilot project, market participants — consignors, carriers and consignees — are testing the integration of GIS EPD with the federal systems of the Ministry of Agriculture ("Grain") and the Federal Tax Service ("Tax-3"). This ensures automatic data exchange between departments, eliminating manual input and duplication of information. For example, information about grain batches is now synchronized in real time, which reduces the risk of errors and delays.

In the first months of the experiment, over 15 million electronic documents have already been processed in the system. According to representatives of the Ministry of Transport, large logistics companies have actively joined the testing, which confirms the demand for digital solutions. If the pilot project is recognized as successful, from 2026 the electronic format may become mandatory for all market participants.

Experts note that process automation reduces operating costs by 20–30% by minimizing paperwork and speeding up approvals. In addition, centralized data collection helps to identify illegal transportation and optimize routes, which is especially important during the harvest season.
