Money will be returned, calls will be blocked: Russia is preparing tough rules against fraudsters

Banks and operators may be required to compensate for losses, and all cards will be consolidated into a single system

If a person is deceived by phone and transfers money, it can be returned. The Ministry of Digital Development has prepared "Antifraud 2.0" - a large package of anti-fraud measures, including amendments to several laws at once: "On Communications", "On Information", "On Electronic Signature", "On Banks and Banking Activities" and "On the National Payment System". This is reported by Forbes.

The document has already been sent to the State Duma for the second reading. The main changes will take effect from March 1, 2027, some later, up to 2028, the report says.

The main innovation is a mechanism for returning money stolen by fraudsters. If a person believes that he has been deceived, he will be able to submit an application through "Gosuslugi" to the "Antifraud" system. After that, telecom operators are obliged to identify suspicious numbers and block them.

If the transfer is recognized as fraudulent, the victim will be able to demand compensation. For this, several conditions must be met: the transaction occurred after a call or SMS, the phone number was linked to the banking agreement, the application was submitted through "Antifraud" no later than ten business days, a criminal case was opened, and the bank and telecom operator acted within or outside the established obligations as provided by law. If the grounds are confirmed, the money must be returned no later than 30 days, journalists reported, citing the proposed measures.

At the same time, a Unified System for Accounting for Payment Cards may appear. Banks will transfer data on all cards of individuals - including closed ones - as well as the TIN of clients. The system will be maintained by the operator of the National Payment Card System.

Another change: banks will be able to refuse transfers if they see signs of malicious software. At the same time, the client will be required to notify and offer to carry out the operation in person. After confirmation, the bank may delay the re-payment or refuse it within six hours. If the client has confirmed the operation and the term has passed, the bank will be able to execute it.

A separate block concerns the Internet and security. Russia wants to create a National Certification Center that will issue digital security certificates for websites, programs and corporate systems. They are needed to verify authenticity, protect data and electronic signatures. In some cases, the use of such certificates may become mandatory - for example, for banks and companies working with encryption.

Telecom operators will also receive new responsibilities. They will have to warn subscribers about calls and messages from foreign networks, identify suspicious numbers and suspend communication and traffic transmission on them.

Experts believe that the document has become more balanced. According to Karen Kazaryan, General Director of the Internet Research Institute, the Ministry of Digital Development has done a great job in coordinating the positions of the market, and now the project better meets the main task - protecting citizens.
