A group of State Duma deputies, headed by Yaroslav Nilov, Chairman of the Committee on Labor, Social Policy and Veterans Affairs, has come up with an initiative to introduce an inter-factional bill that introduces criminal liability for hooliganism on the part of drivers and aggressive actions against law-abiding road users. The document proposes amendments to Article 213 of the Criminal Code of the Russian Federation.
It provides for the addition of new qualifying elements of hooliganism — committed by or against a driver. As indicated in the explanatory note, driving is associated with increased nervous stress. Vandalism and aggressive behavior can provoke serious traffic violations, accidents and casualties. According to Nilov, such a measure has been long overdue and will significantly increase the responsibility for those who create a threat to safety on the road.
The proposed measures will significantly increase the responsibility for those who provoke разбирательство on the road and in various modes of transport. And this is a direct threat to the safety of drivers, passengers and pedestrians.
Deputies are confident that the introduction of criminal liability for hooliganism by drivers will reduce the risks to the health of citizens, prevent crimes and create safer conditions for all road users, including residential areas and parking lots.
