In 2026, several regions of Russia are expected to increase transport tax rates. In some of these regions, for example, in the Moscow region, the rates have not been revised for more than 10 years. The innovation will affect more than 2 million owners of cars and motorcycles in the Moscow region, and taking into account other regions, this number will increase significantly. Owners will pay tax at the new rates from 2027.
On November 20, the Moscow Regional Duma approved a bill on a phased increase in transport tax rates. From 2026, for owners of passenger cars with engine power over 100 horsepower, the tax rate will increase from 10 to 14 rubles per 1 horsepower, and by 2032 - up to 25 rubles. Motorcyclists will also face new expenses: from 2026, for motorcycles with a capacity of 20-35 hp, the rate will increase from 16 to 19 rubles, and starting from 2027 it will be 20 rubles.
Changes will also occur in the Lipetsk region. For 1 horsepower of a passenger car with an engine up to 100 hp, owners will have to pay 20 rubles instead of 15, and for engines with a capacity of 100-150 hp, the rate will increase from 28 to 30 rubles.
In the Volgograd region, the tax on cars up to 100 hp will increase by 4 rubles to 14 rubles, and for cars with a capacity of 100-150 hp - by 7 rubles to 30 rubles.
In the Ulyanovsk region, an increase in tax is planned: for cars up to 100 hp, the rate will change from 12 to 17 rubles, for cars with a capacity of 100-150 hp: from 30 to 35 rubles, and for more powerful cars, the tax will increase from 130 to 150 rubles per 1 horsepower. For motorcycles with a capacity of 20-35 hp, the fee will be 20 rubles instead of 10.
Changes will also occur in KhMAO-Yugra: for passenger cars with a capacity of up to 100 hp, the tax will increase from 5 to 7.5 rubles, and for cars with 100-150 hp - from 7 to 17.5 rubles.
In the Krasnoyarsk Territory, for cars with a capacity of 100-150 hp, the rate will increase from 14.5 to 16 rubles, and for cars up to 100 hp - from 5 to 7 rubles. In the Orenburg region, owners of low-power cars, who have not yet paid tax, will be required to pay from 5 to 7 rubles per horsepower from 2026.
In Moscow, a phased increase in transport tax began in 2025, and in 2026 Muscovites will already pay at the new rates. For example, for cars with a capacity of 100 to 125 hp, the tax will be 28 rubles instead of 25 rubles.
