To this end, major Russian companies have created the "Digital Literacy and Cyber Hygiene" council

The Ministry of Digital Development (Mintsifry) supported the initiative of State Duma deputies to introduce systematic training for civil servants in the basics of cybersecurity. The measure is needed to reduce the risks of cyberattacks and protect state information resources, as well as the country's critical infrastructure.

The deputies proposed making training mandatory and regular for all employees of state and municipal institutions, followed by final certification. Work is already underway to improve the digital literacy of civil servants as part of the "Digital Economy of the Russian Federation" program.

To implement the project, the expert council "Digital Literacy and Cyber Hygiene" was created, which unites the efforts of leading companies such as Rostelecom, Kaspersky Lab, Yandex, Avito, and Sberbank. As part of this council, the project "Digital Literacy for Civil Servants" is being developed, which covers important topics, including social engineering, phishing, malware, personal data protection, and threats associated with artificial intelligence.

In addition, the "TsifrAtest" platform is being created to test the level of digital literacy of civil servants. Testing will cover aspects such as telephone fraud, protection against spam, working with messengers and social networks, and the safe use of public services. Based on its results, participants will receive certificates confirming their level of digital competence, which will be an important step towards improving overall security in the field of cyber defense.
