In Russia, the number of accidents involving e-scooters has decreased by 20% in the past six months. After a period of stable growth in accidents, a decrease has been recorded for the first time since 2018. There is a decrease in the number of road accidents involving kick-sharing (short-term rental system) scooters. Despite the fact that the number of victims in accidents with e-scooters is still increasing, the rate of this growth has slowed down.
Since 2018, when the National Road Safety Center (NRSC) began collecting statistics, there has been a steady increase in accidents involving personal mobility devices (PMDs). At the same time, in 2025, the number of injured decreased by 20%, but the number of deaths continues to increase (+9.5%), albeit at a slower rate.
Blagoveshchensk became the first city in Russia to completely ban the use of personal mobility devices (PMDs) such as e-scooters, monowheels, and Segways. Shortly thereafter, just two days later, similar bans on the use of scooters were introduced in Yelabuga, Naberezhnye Chelny, as well as in Solnechnodolsk and Izobilny (Stavropol Territory).
The Ministry of Internal Affairs believes that the growing number of e-scooters creates serious problems for road safety. The department plans to find a solution to this problem by 2036, as outlined in the draft road safety strategy.
