Kazakhstan has independently started the construction of three combined heat and power plants (CHPPs), which were previously planned to be built with the participation of Russia. This was announced by the First Deputy Prime Minister of Kazakhstan, Roman Sklyar.
The company "Inter RAO", undertaking to build the stations for us, was supposed to receive export financing at a low rate. Unfortunately, they were unable to do so, so it was decided to build them independently.
He noted that the active phase of construction of the Kokshetau CHPP has already begun, with "Samruk-Energo" acting as the client.
Despite the fact that the Kazakh side has started building one of the CHPPs independently, the Ministry of Energy of Kazakhstan reported that the republic continues negotiations with Russia on the issue of financing the construction of three CHPPs in the north of the country. The agreement on the construction of CHPPs in Kokshetau, Semey, and Ust-Kamenogorsk was signed in 2024 and provided for the provision of a preferential export loan from the Russian side to the Kazakh side.
At a press conference on July 15, the Prime Minister of Kazakhstan, Olzhas Bektenov, confirmed that the construction of the CHPP in Kokshetau had begun without the participation of Russian partners, which emphasizes the country's desire to develop its energy infrastructure.
Earlier, www1.ru reported that Rosatom will head the consortium for the construction of the first nuclear power plant in Kazakhstan.
