Deputies have removed from the bill on the protection of traditional values, which will be discussed in the second reading in the State Duma, the requirement for online cinemas to obtain distribution certificates for content.
Changes to the Bill
The document was presented in December 2024 and initially required online cinemas to obtain certificates for all projects, including licensed ones. In the new version, the emphasis has shifted to prohibiting the distribution of content that may discredit traditional values. The Ministry of Culture will be able to refuse to issue certificates or revoke them if the work contains scenes that violate the norms.
The bill stipulates that the entry into force of the new rules is postponed until March 1, 2026. If adopted, it will apply not only to online cinemas, but also to social networks such as Telegram and YouTube. This means that all audiovisual works on these platforms will also be under control.
What Happens After Violations Are Detected
If materials discrediting traditional values are found in films without a distribution certificate, the Ministry of Culture will send a conclusion to Roskomnadzor. The regulator will interact with the platforms to eliminate violations. It is important that Internet platforms must respond to Roskomnadzor's requirements within 24 hours.
Criticism of the Bill
Some experts express concern about the lack of clear criteria for determining the discrediting of traditional values. This may lead to arbitrary interpretation and uncertainty in the application of the law. It is also emphasized that pirate resources may ignore the new requirements, which casts doubt on the effectiveness of regulation.
