The Association of Professional Social Network and Messenger Users (APPSIM) has proposed incentivizing citizens for recording and transmitting information about violations of electric scooter usage rules. A corresponding appeal was sent to the Minister of Transport of the Russian Federation, Roman Starovoit.
The organization explained its position by the growing problem of mass violations by users of rental electric scooters in Russian cities (especially in Moscow and other large settlements). The number of complaints about scooters increases every year, and citizens are increasingly faced with dangerous behavior of drivers of personal mobility devices.
This model will turn the detection of violations into an analogue of "mining": users will search for and record offenses, receiving a percentage of the amount of the penalty. This will drastically reduce the number of violators and increase public discipline without additional costs from the state.
The proposed mechanism assumes that part of the amount recovered from the violator will be transferred directly to the citizen who recorded the offense. The current system, in which fines are mainly imposed by rental services under user agreements, does not provide sufficient motivation for companies to actively identify violators. The initiative aims to change this logic and introduce a system of civil monitoring with financial motivation.
