Tupolev Company and the Kazan Aviation Plant named after S. P. Gorbunov (KAZ (both are part of UAC, United Aircraft Corporation of Rostec), are on the verge of separation.
The legal merger occurred in 2014 when KAZ lost its status as a legal entity and became a branch of Tupolev. It was assumed that this would ensure "more effective interaction" between the design and production units.
However, over the decade, the management model has not yielded results, and the level of responsibility within a single structure is becoming blurred.
The issue of financial independence is also particularly acute: Tupolev has no new contracts, while KAZ records stable revenue. From the point of view of budgetary subsidization, separating the production part from the design part seems logical - this will make management transparent and allow for targeted investment of funds.
A model is also being considered in which UAC will completely reassemble the structure, separating design bureaus and production complexes into separate blocks. That is, Tupolev may lose not only the aircraft factory in Kazan, but also other production sites.
