Strategic Submarine Manufacturer Rubin Central Design Bureau Failed to Meet Deadlines for Defense Ministry Order: Underwater Drone Presented 2295 Days Late

The Ministry of Defense will recover 40 million rubles from Rubin Central Design Bureau for delaying the implementation of a project worth 1.4 billion rubles

The Russian Ministry of Defense commissioned the Rubin Central Design Bureau in St. Petersburg to develop a project, presumably for the placement of a mobile laser installation on an autonomous underwater vehicle (AUV). The project failed to materialize, which led to legal proceedings.

Rubin's employees failed to "propose technical solutions to compensate for the excessive negative buoyancy in the dimensions required for placement on the AUV" of this installation.

Later, the department adjusted the project, but the changes contradicted the technical specifications. Specific design work was classified, and the basis for its implementation was a special decision by the Chief of the General Staff, dated October 2017.

It is known from open sources that the Ministry of Defense and Rubin signed a contract in December 2018, which consisted of at least four stages, for each of which Rubin was overdue.

The total amount of the stages is 1.4 billion rubles, the total duration of the delay was 2295 days, for which the military planned to recover 530 million rubles from Rubin, but the court of first instance settled on the amount of 40 million rubles.

Rubin Central Design Bureau is the developer of strategic nuclear submarines of Project 955 Borei with Bulava missiles, as well as diesel-electric 677 Lada 877 Paltus.
