Problems with government order: drone manufacturers are failing to meet contracts

Delivery times are shifted due to funding delays and production difficulties

Serious difficulties have arisen with the implementation of the state civil order (GGO) in the field of unmanned aircraft systems (UAS), according to industry experts. Currently, manufacturers have not completed the orders for 2024. The delivery date of unmanned aircraft systems (UAS) has been postponed to the end of May.

The State Transport Leasing Company (GTLK) reports that 39 units of equipment from NPP AVAKS-GeoService remain in production. The devices are not yet ready, and after assembly they will have to undergo flight tests, which may further increase the time frame.

The main problems are related to the late receipt of state funding. Most companies received money only at the end of August and September, and they had to fulfill the contracts by the end of the year. In three months, entrepreneurs needed to complete the work that usually takes at least six months. There were difficulties with advance payments for the purchase of components.

Some experts believe that the state order does more harm than good. Anton Blick, Director of Flying Trucks, suggested organizing standard tenders so that each state organization could order what it needs without unnecessary difficulties. This year, the volume of the GGO has decreased almost fivefold, amounting to only 1.14 billion rubles.
