How Much Power Does Your Bike Have?: Couriers in Moscow Face New Fines

Since the beginning of 2025, the police have recorded over 4,000 violations among delivery drivers on electric bicycles

Moscow police have issued over four thousand fines to couriers using electric bicycles to deliver food and parcels. The number of complaints from citizens about the actions of these delivery drivers has significantly increased.

The traffic police are conducting raids aimed at identifying violations, especially when riding on sidewalks. Law enforcement officers check the power of electric bicycles, which affects the amount of the fine. If the power of the bicycle does not exceed 0.25 kW, it is considered a personal mobility device; otherwise, it is a moped.

In this case, couriers must have the appropriate licenses and comply with the rules like regular drivers. The police are also conducting preventive measures to improve road safety.

According to the Moscow Department of Transport, there are over 100,000 couriers in the city who fulfill up to half a million orders daily. It is important that couriers' backpacks have identification numbers and reflective elements. Since the beginning of May 2025, all couriers' electric bicycles must be equipped with speed limiters.
