Less than 300 banks will remain in Russia by the end of 2025

The reason is the absorption of small credit organizations by large market players

By the end of 2025, there may be less than 300 operating banks in Russia. The reason is the completion of mergers and acquisitions (M&A) and tightening regulation. This is stated in a new review by the Expert RA rating agency.

As of January 1, 2025, there were 312 credit organizations operating in the country. In 2024, 12 banks left the market. Half of which joined the parent structures (Rosbank, "FC Otkritie" and SMP Bank).

The Central Bank of Russia also annulled the licenses of Rosbank and "FC Otkritie" on January 1, 2025. The Central Bank also revoked licenses from six banks, including QIWI Bank and "Garant-Invest."

Analysts at Expert RA expect the reduction in the number of banks to continue at a pace characteristic of 2024. At the same time, the details of the expected transactions are not disclosed.

Experts believe that the potential for further consolidation remains significant, since in the context of increasing regulatory requirements and competition from large players, it will be difficult for banks without a clear business model to maintain profitability. In the coming years, some banks that are not in the top hundred and do not belong to large financial or industrial groups will be absorbed by larger players.
