The Ministry of Industry and Trade of Russia has announced the abolition of the simplified technical regulations in the automotive industry, starting from January 1, 2025. From this moment, the requirements that were in effect before the introduction of sanctions will be restored, which implies the need to comply with the technical regulations of the Customs Union (TR TS 018/2011), which defines the safety parameters of vehicles.
Information about this decision is available on the official website of the Ministry of Industry and Trade, and the draft resolution is available on the federal portal regulation.gov.ru. The ministry believes that Russian automakers have already managed to establish their own production of critical components or form new stable supply chains from other countries.
The ministry emphasized that from the beginning of next year, requirements for the presence of an anti-lock braking system, a stability control system, as well as passive safety systems will become mandatory.
It is worth recalling that in May 2022, the Government of the Russian Federation adopted a resolution that established a simplified technical regulation for the automotive industry in the context of the departure of some foreign automakers from the Russian market. Now, changes are planned to be made to this document.
At the same time, in some areas, the department still allows deviations from the regulations, but for no more than six months. Thus, until June 30, 2025, exceptions will apply to electronic systems of internal combustion engines, systems for reducing toxicity, systems for protecting pedestrians, and the installation of devices for calling emergency services.
The requirements of TR TS 018/2011 include norms and standards for the safety of the design of vehicles, their systems and components, as well as requirements for operation, maintenance and repair.
