Russian companies that fail to transfer their significant critical information infrastructure facilities to Russian software by 2028 will be subject to turnover-based fines, according to a draft law being prepared by the Ministry of Digital Development, said the head of the department, Maksut Shadayev.
Critical information infrastructure is a collection of computer systems, networks, and other information technologies, the functioning of which is vital for the state, economy, and society. Disruption of such systems can lead to devastating social, economic, environmental, and defense consequences.
According to the minister, fines are planned to be applied not only for refusing to switch to domestic software, but also for untimely classification of objects as critical information infrastructure. The amount of sanctions is under discussion, and the draft law is being согласован with other departments and industry representatives.
The schedule for the transition to Russian software, approved earlier by the Ministry of Digital Development, should be completed by January 1, 2028, but may be extended until December 2030 if there are objective reasons.
The industry generally supported the initiative, while experts note that domestic software does not yet cover all needs.
There is a shortage of domestic products in engineering, industrial and corporate software, as well as in database management systems.
According to the assessment of the association of software developers "Domestic Software", by the end of 2025, only 40 - 45% of subjects of critical information infrastructure switched to Russian solutions.
