Upon reaching the age of 14, teenagers can independently apply for their first passport through Gosuslugi. An important criterion for applying through the portal is that the child has a verified account, and the application must be submitted no later than 90 days from the date of their 14th birthday.
For children under 14, the account is verified automatically if a parent links it to their account or creates it from their personal account, as stated in the service instructions on the portal.
If the 90-day period from the date of the 14th birthday has expired, the application can only be submitted in person at the MFC office or the territorial subdivision of the Ministry of Internal Affairs of Russia. The presence of parents or legal representatives of the child is not required at all stages of registration.
However, if you submit the application on the birthday, it will be rejected. And if you submit it after 90 days, a fine may be imposed.
The child will need to collect a small list of documents: a birth certificate with a mark of Russian citizenship, two black and white or color photos 3.5×4.5 cm, and a receipt for payment of the state fee — 300 ₽. The passport will be ready in 5 business days.
