Deputies from the "New People" faction have appealed to the Minister of Digital Development, Maksut Shadaev, with a proposal to introduce an automatic recalculation of subscription fees for users experiencing massive and prolonged internet connection interruptions. Currently, the law does not provide for automatic compensation. Users have to independently collect evidence and contact operators or go to court.
The deputies emphasize that this procedure is complex and inaccessible to most citizens. They believe that operators should automatically recalculate the fee for services based on data on the quality of the internet provided, without the need for a separate application from the subscriber.
In recent months, mobile internet outages have affected more than 60 regions of Russia, which negatively affects the daily lives of citizens. Russians cannot use online services and experience limited access to emergency services. Despite this, subscribers continue to pay for services that were not provided in full.
The deputies are confident that the implementation of their initiative will help protect the rights of users and ensure a fair balance between the quality of services and their cost, as well as reduce the number of conflicts between citizens and telecom operators.
