In 2024, almost 717 billion rubles were allocated from the federal budget for civil science. This is 25.1 billion more than in the previous year. In the total budget of the country, this amount is only 2.38%, which is the minimum since 2017. Compared to GDP (0.36%), this is the lowest level since 2010. These conclusions are contained in an analytical report by the Institute for Statistical Studies and Economics of Knowledge of the Higher School of Economics (ISSEK), whose experts analyzed the statistics of the Federal Treasury.
In 2024, as before, most of the budget (448.7 billion rubles) was directed to support applied research. However, their share in the total funding of civil science decreased from 64.7% to 62.5%.
The main recipients of funds allocated for applied research are Roscosmos (155.3 billion rubles, 34.6%), the Ministry of Industry and Trade (123.7 billion rubles, 27.6%) and the Ministry of Education and Science (50 billion rubles, 11.1%).
Over the year, spending on basic research increased by almost 24 billion rubles compared to 2023 and reached 268.1 billion rubles. Their share in the total budget of scientific research also increased. The Ministry of Education and Science received the most funds (84% - 225.3 billion rubles), the Kurchatov Institute National Research Center (5% - 13.3 billion rubles), Moscow State University (2.4% - 6.3 billion rubles) and the Russian Academy of Sciences (2.1% - 5.7 billion rubles).
