Roskomnadzor intends to oblige telecom operators to disclose extended technical information about their network. The corresponding draft checklist is posted on the federal portal of regulatory acts.
The document provides for the provision of information on Internet traffic routes, equipment used, its configuration and access to it, as well as confirmation of traffic passing through systems for blocking illegal content (TSPU). In addition, operators will have to record routing parameters, MAC and IP addresses of subscriber devices, and guarantee the protection of confidential data of contractors.
The new provisions expand on previously existing requirements, which concerned the availability of licenses and connection to emergency services. According to industry experts, including Telecom Daily, the project only formalizes existing norms enshrined in federal law No. 248, orders of the Ministry of Digital Development and instructions from Roskomnadzor. Nevertheless, increased technical control may be burdensome for small providers who do not have experience with filtering and traffic management.
According to the agency's calculations, 1,981 operators fall under the scope of the initiative, of which 493 are already connected to the TSPU system. The annual costs of complying with the requirements are estimated at 389 million rubles, a total of about 2.3 billion over six years. The main goal is to increase the effectiveness of blocking prohibited resources, strengthen protection against DDoS attacks and prevent leakage of personal data.
