Mobile operators may be required to notify banks when SIM card owners change in order to protect against fraud. This proposal was submitted to Roskomnadzor by Vitaly Borodin, head of the FBCC.
They gain access to bank accounts, receive messages with codes, and take out loans in the name of the previous owner of the number. A similar situation occurred with a resident of Kaliningrad, who had several loans taken out in his name. It later turned out that the fraudsters used his old number.
Vitaly Borodin, head of the Foundation for Combating Corruption, appealed to Roskomnadzor and proposed to oblige mobile operators to transfer information about the change of account owner to banks within 24 hours, create a channel for data exchange between them about subscribers, and also strengthen identity verification when receiving a SIM card and confirm identity through multifunctional centers.
On April 1, a new service was launched on "Gosuslugi", allowing Russians to check all SIM cards registered in their name. According to current legislation, Russian citizens can register no more than 20 SIM cards for themselves.
