Roskomnadzor (RKN) has expressed doubts about the need for a new law on video game labeling. The head of the organization, Andrey Lipov, emphasized that modern tracking methods based on parental control are showing more effective results.
The bill on labeling video games based on their content appeared in the State Duma in December 2024. The initiators proposed obliging game distributors to give developers the opportunity to inform players about the content of games. According to Anton Nemkin, a member of the State Duma Committee on Information Policy, the authors of the project are awaiting feedback from the gaming industry.
In February, representatives of the gaming industry — APRIORI, AII, MTS, and the law firm "EBR" — sent their comments on the bill to the State Duma. Industry representatives pointed to the difficulties in conducting game экспертизы and the possible risks of unfair competition. Special attention was drawn to the provisions on in-game purchases and property.
There is no certainty that labeling will be an effective measure in the case of games, since the age limit today works through parental control.
In his opinion, an assessment of the effectiveness of the bill will show whether labeling works to achieve the goals of the law.
The head of RKN stated that the Russian gaming market is capable of solving its problems, provided there is a dialogue between developers, platforms, and players. In his opinion, it is important to take into account the interests of all industry participants for its successful development.
