Fines for paid parking violations may become cheaper with prompt payment

The State Duma is preparing to introduce a 50% discount on fines for unpaid parking. Regional authorities will be able to set such a discount for prompt payment of fines.

The State Duma Committee on State Building and Legislation has recommended the adoption of the corresponding bill proposed by St. Petersburg deputies. The authors point out that it is unclear to citizens why fines for traffic violations can be reduced with prompt payment, but not for violations of paid parking rules. For example, in Moscow, the fine is 5 thousand rubles. By the time the bill is discussed in plenary session, it will be finalized taking into account the proposals of the government.

Amendments to the Code of Administrative Offenses of the Russian Federation, initiated by deputies from "United Russia" and "Yabloko", imply the establishment of a 50 percent discount only on fines for violations of paid parking rules. Citizens will be able to receive a discount if they pay the fine within 20 days from the date of the decision. Currently, the amount of fines varies: in Moscow - 5 thousand rubles, in St. Petersburg, Yekaterinburg and Krasnodar - 3 thousand rubles, in Tyumen and Tula - 2.5 thousand rubles, in Sevastopol - 1.5 thousand rubles, in Cheboksary and Tver - 1 thousand rubles.

The explanatory note states that offenses related to paid parking are similar to traffic violations, and it is unclear why the former cannot receive a discount with prompt payment. For example, a driver who parked under a prohibited sign is entitled to a discount, but a violator of paid parking rules is not. The discount was introduced by the State Duma in 2016 to stimulate timely payment of fines.
