The Ministry of Energy of Russia is developing a strategy that will help protect fuel and energy complex facilities: from power substations to oil storage facilities. It will protect not only from drone attacks, but also from cyber threats. However, for this system to work, Russia needs a unified register of such facilities.
According to RBC-Kuban, the Ministry of Energy has encountered the fact that not all fuel and energy complex facilities, whose operation affects the economies of not only specific regions, but also the economy of Russia as a whole, are currently in the register of significant critical information infrastructure facilities.
In the course of law enforcement practice, we realized and understood that there is no single list of facilities on which life support, energy security, and environmental safety of the country depend. Therefore, we are working to improve [legislation] so that such a single list of important facilities appears, and we would protect these facilities included in the list from all types of threats.
Threats include not only drone attacks, but also cyberattacks and other security threats to fuel and energy complex facilities that could lead to disasters, casualties, infrastructure damage, economic losses, and other negative consequences.
Drones, Fuel and Energy Complex & Security
The need to protect Russian fuel and energy complex facilities from aerial threats has been discussed at a high level for more than six months. Initially, the State Duma proposed to authorize private security guards of such enterprises to shoot down all drones that are too close to fuel and energy complex enterprises.
Later it became known that the Ministry of Energy and the National Guard are considering the idea of covering Russian oil refineries with Pantsirs. The expert community predicts that drone countermeasures will become an integral part of ensuring the security of any civilian facilities in Russia, like a fence or video surveillance systems.
At the same time, the number of dual-use complexes associated with the search, elimination, or suppression of drones is growing. For example, the electronic warfare complex «Тетраэдр», which can be installed not only on tanks, but also at bus stops. It is also possible to highlight the round-the-clock complex «Блокпост», which includes a ground-based optoelectronic station on a rotating platform, the first fully domestic drone with a thermal imager БПЛА 400Т, a repeater, and control panels.
Anti-drone suppression devices of the «Серп» line are especially popular. The «Вектор» Research Institute, which produces them, announced a significant increase in buyers of these devices since the beginning of the year.
