Free Toll Road Travel in Russia in 2025: Who is Eligible and How to Apply

Entrepreneurs and legal entities can now take advantage of free travel for electric vehicles

The Ministry of Economic Development has announced the government's decision to extend the right to free travel on toll federal highways for electric vehicles until the end of 2025.

This experimental measure to promote eco-friendly transport in Russia was developed by the Ministry of Economic Development and the Avtodor Group of Companies. From March 1, 2023, to December 31, 2024, more than 10.6 thousand electric vehicle owners joined the campaign. During this time, they made more than 1.1 million trips on toll roads.

Who Can Use Free Travel in 2025

Unlike previous years, not only ordinary car owners, but also entrepreneurs and legal entities can do this. But, as noted in the Ministry of Economic Development, "the benefit applies only to owners of Russian-made cars". These vehicles include:

  • EVOLUTE brand electric vehicles from the Motorinvest plant in Lipetsk;
  • Moskvich electric vehicles;
  • EM-Rus electric trucks;
  • Gazelle e-NN and Gazelle e-City electric buses from the Gorky Automobile Plant;
  • AVTOVAZ electric vehicles LADA e-Largus and LADA Ellada;
  • Amberavto A5 electric vehicle from the Kaliningrad Avtotor.

Where Free Travel Applies

The list of roads for free travel includes highways:

  •  M-1 "Belarus" (including "Obход Одинцова");
  • M-3 "Ukraine";
  • M-4 "Don";
  • M-11 "Neva";
  • M-12 "Vostok";
  • Central Ring Road (TsKAD).

How to Get the Right to Free Travel

The owner of the electric vehicle must fill out an application on the website of Avtodor - Toll Roads LLC. The application must include documents confirming that the electric vehicle is equipped exclusively with an electric motor, manufactured and registered in Russia. It is also necessary to provide a T-pass transponder - it can be purchased or rented.

The second option is that the owner of the electric vehicle can come to the company's support and service center with all the prepared documents and the transponder.
