Negotiations took place in Moscow between a delegation from Rosatom and the Ethiopian Atomic Energy Commission. The Russian side was headed by Nikolay Spassky, Deputy Director General for International Activities of the State Corporation, and the Ethiopian side was headed by Sandokan Debebe, Head of the National Atomic Commission. The discussions were also attended by Alexey Ferapontov, Deputy Head of Rostekhnadzor, and heads of key Rosatom divisions.
The meeting participants discussed in detail the technical, infrastructural, and organizational aspects of implementing the project to build Ethiopia's first large-capacity nuclear power plant based on Russian technologies.
The decision to implement the project was officially announced by Ethiopian Prime Minister Abiy Ahmed in September 2025. The current negotiations confirmed the mutual commitment of the parties to further develop cooperation. As part of the Ethiopian delegation's visit, a familiarization trip to the Kalinin NPP is planned — one of Russia's key operating stations — where representatives from Ethiopia will be able to study operating experience, safety systems, and the integration of nuclear power plants into the country's energy system.
The parties agreed to continue working on the formation of a feasibility study for the project and the preparation of the necessary regulatory framework.
