Electronic Machine Building Faces Failure: Underfunding of 30 Billion and Disruption of Dozens of R&D Projects

Money is not reaching the industry

The program for the development of Russian electronic machine building has been underfunded by 33.1 billion rubles. Since 2024, work on the program has begun to receive tens of billions less in funding, according to the Ministry of Industry and Trade.

At the "Electronics of Russia" forum, Deputy Head of the Ministry of Industry and Trade Vasily Shpak noted that the funding of the development program has been disrupted for two years in a row.

For example, in 2024, only 23.7 billion was actually allocated out of the planned 43.3 billion.

In 2025, the gap was even wider — with a plan of 40 billion, the actual volume was 15.7 billion. As a result, by the end of 2025, the industry will be short of more than 60 R&D projects, and this figure may grow, according to the presentation of the Ministry of Industry and Trade.

For 2026–2028, there is formally 80 billion rubles, but at the current rate of sequestration, the industry risks entering a long-term stall, losing technological competencies and falling behind the import substitution schedule by at least one cycle.

At the same time, the Ministry of Industry and Trade announces plans to localize more than 60% of funds and resources for the production of electronics and launch over 300 new types of equipment on the market. But without real money, these plans may remain presentations.
