The Association of Computer Equipment Manufacturers has sent proposals to the Ministry of Industry and Trade of Russia to tighten the rules for the procurement of electronics for state needs. The initiative involves expanding restrictions on the purchase of foreign equipment. The corresponding letter was sent to Deputy Minister of Industry and Trade Vasily Shpak.

Currently, purchases are carried out according to the "second лишний" rule: if at least one Russian manufacturer from the corresponding register participates in the tender, applications with foreign equipment are rejected.

The "Computing Equipment" Consortium (ANO VT), which includes companies such as "Aquarius", Yadro, "Bulat" and others, proposed a complete ban on the purchase of foreign laptops, tablets, servers, computers and monitors. Market participants also presented methods for combating violations by customers, in particular, they proposed to fix the rule for calculating the initial contract price strictly at the prices of Russian manufacturers.

Business representatives believe that these measures will become an incentive for further growth in production localization and industry development. They also point to an increase in the number of violations during tenders.

The Ministry of Industry and Trade did not respond to a request to receive the letter. Some experts, commenting on the initiative, note that in order to increase the effectiveness of such measures, it is necessary to increase the competitiveness of domestic electronic solutions.
