Alexander Volkov, the captain of the seaport "Big Port St. Petersburg", issued an order on August 19, obliging to raise the vessel "Captain Ushakov", which sank on August 8, from the waters of the Bolshaya Nevka River within three months.

The owner of the vessel or his authorized representative must plan the work on raising the sunken property and notify the harbor master of his intention to carry out the raising. The removal of the sunken property must be carried out within a period not exceeding three months from the date of this order.

Volkov demanded that the documentation for the lifting be agreed with him and that it be carried out during daylight hours, observing the International Regulations for Preventing Collisions at Sea and ensuring constant radio communication on high-frequency channels.

The sea tug "Captain Ushakov", during construction work on it in the evening of August 8, tilted to starboard and partially sank in the waters of the Bolshaya Nevka River. There were no casualties, the amount of damage amounted to over 1 million rubles.
