From September 1, 2025, Russia will begin a phased introduction of strict control over the electronic queue for trucks at border crossing points. This was announced by the Ministry of Transport. The measures are aimed at combating unfair reservation practices.
According to the new law, registration for the electronic queue may be rejected if false documents are provided. Rejection will be possible if the vehicle is not listed in the register of Russian carriers authorized for international transportation, or if a foreign carrier has unpaid fines. The changes will take effect on September 1, 2026.
The "Gosuslugi" system and the State Information System for Electronic Transportation Documents (GIS EPD) will also be subject to restrictions. For example, if an application for one vehicle is canceled twice in a row within a month, access to submitting applications will be blocked for 20 days. Similar measures will be applied when canceling nine applications for different vehicles.
In addition, blocking of application submissions will occur if there are two unfulfilled applications for one vehicle or four unfulfilled applications for different vehicles within 30 days. The use of bots will also lead to blocking from September 1, 2025.
A ban on queue reservation will be in effect if the vehicle passes by the electronic queue or stops for more than three hours on the road section after the control point. These measures are aimed at improving the system's operation and minimizing abuse.
The electronic queue for trucks is already functioning at the "Zabaikalsk", "Tagirkent-Kazmalyar", "Bugristoe", and "Chernyshevskoe" border crossing points. From October 1, 2025, control of the "Rosgranstroy" system will also be carried out in "Verkhny Lars".
