Russia to create a base for regulating drone flights by September 1

The Russian government will create a unified drone identification system by September

President Vladimir Putin has instructed the government to complete the formation of a regulatory framework by September 1, 2025, for the introduction of a new class of airspace in Russia, specifically designed for drones.

In addition, a unified drone identification system will be created, and legal regulation will be established not only for airspace but also for near-Earth space.

The instruction also includes measures to increase the export of unmanned systems and related services.

The task is the responsibility of Deputy Prime Ministers Denis Manturov and Vitaly Savelyev.

Earlier, the Ministry of Transport proposed allocating a new class of airspace for civilian drones — class H, at an altitude of up to 150 meters. It will not require flight permission or constant communication with a dispatcher, and the speed will be limited to 450 km/h. It is also planned to create routes in the existing class G, where small manned aircraft fly.
