Russia continues to work to counter the spread of extremist materials on the Internet. The head of the Ministry of Digital Development, Maksut Shadaev, explained that the new law will not affect ordinary users of social networks and search engines. Shadaev emphasized that in order to bring someone to justice, it is necessary to prove intent.

Maksut Shadaev also noted that the adopted amendments on fines for searching for extremist materials make it possible to refrain from decisions on blocking large Western platforms for the time being. According to him, this approach makes it possible to regulate the situation without radical measures, while maintaining user access to international services while simultaneously countering the spread of prohibited content.

The State Duma adopted in the third reading a law on fines for intentionally searching for extremist materials and gaining access to them. According to the document, a fine of up to 5 thousand rubles is provided for such actions. Fines of up to 500 thousand rubles have also been introduced for advertising VPN services.

State Duma Speaker Vyacheslav Volodin said that the parliament will monitor the application of the new law and, if necessary, will adjust the norms. In addition, an amendment was adopted according to which the use of VPN when committing crimes is recognized as an aggravating circumstance.

According to the minister, Roskomnadzor has already restricted access to 56 thousand resources with prohibited content. Modern traffic filtering systems, including deep content analysis (DLP systems) and machine learning, make it possible to effectively identify and block such materials.

Ordinary citizens who are not engaged in targeted searches for prohibited materials may not fear the consequences. However, experts recommend caution when clicking on unknown links, as some resources may be blocked without warning.
