From July 1, 2025, to June 30, 2026, an experiment on online information and interaction in the recovery of debts for communal services will be conducted in Russia. The corresponding decree has already been approved by the government of the Russian Federation. In the next 15 working days, the Ministry of Construction must form a list of regions that will participate in the project.
The main goals of the experiment are to increase citizens' awareness of their debts for housing and communal services, reduce the burden on justices of the peace when issuing court orders, and reduce the time for debt recovery.
To implement the project, it is planned to establish electronic interaction between the State Information System of Housing and Communal Services (GIS ZhKKh), the automated system "Justice", the public services portal, and the Unified Digital Platform in the social sphere. This will allow justices of the peace to quickly receive applications for debt recovery in electronic form, without the need to request paper documents from various authorities.
Citizens-debtors will receive a notification in their personal account on the public services portal about the existence of a debt, as well as about actions taken against them by housing and communal organizations and judicial authorities. Participation in the experiment by both citizens and suppliers of communal services will be voluntary.
