Jammers Against Cheating on the Unified State Exam: Russia Installs Over 11,000 Devices Neutralizing Signals from Micro- наушников and Phones Before Exams

Regions Independently Decide on Installing Mobile Communication Blocking Equipment in Schools

To combat the use of mobile phones and micro- наушников during the Unified State Exam in 2025, approximately 11,500 cell phone jammers will be used throughout Russia. The decision to implement such devices is made independently by each region.

In some regions, jammers are installed in every classroom, which requires significant material costs. Sometimes they are even installed in school restrooms to avoid possible violations and conflict situations during the exam. This helps ensure that prohibited devices are not used in the premises.

To use a micro- наушник during the exam, a transmitter is needed, most often a mobile phone. Such phones are detected at the entrance to the school using metal detectors. Rosobrnadzor regularly monitors the market for new technologies to prevent cheating. Among the innovations are even domestic developments capable of detecting and intercepting signals from micro- наушников, but their implementation requires coordination with the Ministry of Digital Development and Roskomnadzor for legal use.

The main period for taking the Unified State Exam started on May 23 and will last until July 4. The first exams are in chemistry, literature, and history. More than 712,000 people have registered to participate, of which over 637,000 are current year graduates. Nearly 6,000 examination centers, over 300,000 organizers, and more than 6,000 medical workers will be involved in organizing the exams. The progress of the exams will be monitored by about 40,000 public observers.
