A Third of Courts in Russia Have Already Started Implementing Artificial Intelligence Systems

Artificial intelligence will help reduce the burden on judges, but should not make decisions. A third of Russian courts have already begun implementing artificial intelligence systems in their work.

Viktor Momotov, Chairman of the Council of Judges of Russia, stated at the plenary session of the Council of Judges in Moscow that AI can only be used for technical assistance. According to him, a robot can prepare materials, but only a judge makes the final decision.

In April, the Presidium of the Council of Judges created a working group to analyze the experience of using AI in legal proceedings. At the first stage, an analytical report was prepared. In 35% of courts and councils of judges, artificial intelligence technologies are already being used.

AI is most actively used in the courts of Moscow and the Moscow region. In Bashkortostan, Tatarstan, Vladimir and Irkutsk regions, neural networks are already used for speech recognition and drafting minutes of meetings.

In the Vologda Regional Court, AI helps to prepare draft court orders, analyze documents, draw up brief conclusions and compare meeting materials with judicial acts.

As part of the judicial system portal project, an AI model has been implemented for transcribing audio with time codes, analyzing documents and preparing decisions. Equipment in the courts is also being updated.
