FAS Proposes New Rules for Miners: Special Tariffs and Relocation to Regions with Cheap Energy

Legal market participants remain profitable clients for the energy sector

The Federal Antimonopoly Service (FAS) of Russia proposes to stimulate the relocation of mining to regions with a surplus of electricity, and is also considering the possibility of выделения майнеров in a separate category of consumers.

The fight against illegal mining is effective due to differentiated tariffs. At the same time, legal miners are beneficial for the energy sector due to the stable consumption of resources, the department notes.

Current regulations do not always allow directing mining to energy-surplus regions, so the introduction of a fourth price category of consumers may be required. This requires amendments to the legislation.

The issue of tariff regulation for miners remains under discussion. In energy-surplus zones, tariffs should be attractive, while in regions with a shortage of electricity, the introduction of special pricing mechanisms, including increasing coefficients, is possible.
