New rules for state registration of cars come into force on March 1. These changes will affect various aspects, including the оформление полиса ОСАГО and the possibility of снятия угнанного автомобиля с учёта, said lawyer Elena Kuderko.
One of the most significant innovations will be the abolition of the mandatory availability of an ОСАГО policy for registering a car or changing its owner. Previously, it was required to present a valid insurance policy for these procedures, but now this requirement will be abolished.
It is important to understand that this innovation does not cancel the obligation to insure your civil liability - driving a car without an ОСАГО policy still entails administrative liability.
Simplifying the registration procedure is aimed at making life easier for citizens, eliminating unnecessary bureaucratic delays and speeding up the process of оформление автомобиля.
Until recently, Russia had a ban on registering cars that had been declared wanted. This meant that the owner of a stolen vehicle could not снять его с учёта until the car was found.
The situation will change from March. Now the owner will be able to снять с учёта a stolen car, even if it is wanted. This will avoid paying транспортный налог for the stolen car and simplify the process of terminating ownership of the lost property.
From March, registration of cars imported by individuals from abroad for personal use will be refused in case of non-payment of the recycling fee.
To monitor compliance with this requirement, the Federal Customs Service and the Ministry of Internal Affairs will establish information exchange. This will allow to promptly receive information about the payment of the fee and prevent the registration of cars for which the necessary payment has not been made.
