The Ministry of Agriculture has developed a project that allows the import of agricultural machinery without taking into account the increased recycling fee. It is planned that deliveries will be carried out within the quota. Its volume has not yet been determined.
Import permits are planned to be issued for equipment that is not produced in Russia and Belarus or is produced in insufficient quantities. Quotas will be formed based on data from regional officials and industry associations.
If Russian manufacturers cannot meet the demand, then the Ministry of Industry and Trade will determine quotas for import at the recycling fee rates of 2024.
Importers will be able to count on quotas if they submit an application indicating the make, model and volume of equipment, as well as the availability of a contract. Officials will consider applications within eight working days.
Market participants believe that in the current conditions it is difficult to assess how much equipment farmers need. Expert Artem Vartanyan explained that "the purchase of equipment has almost stopped, taking into account the Central Bank rate, inflation and the weakened ruble." This is what makes forecasting the needs of farmers extremely difficult.
The recycling fee for agricultural machinery in Russia was increased from January 1, 2025. It has increased fivefold, with the exception of wheeled tractors with a capacity of up to 340 horsepower. In the period from 2026 to 2030, an annual indexation of the recycling fee by 15% is expected. By 2030, the recycling fee may increase almost tenfold.
