Russia aims to rise from ninth to eighth place globally in terms of the volume of scientific research and development by 2030. This data is specified in the unified plan for achieving national goals up to 2030, which was approved by Prime Minister Mikhail Mishustin.

The indicator "8" serves as a statistical indicator for assessing the achievement of the national goal aimed at ensuring Russia's presence among the top ten countries in the field of scientific research and development. According to the authorities, this will strengthen Russia's technological leadership. Deputy Prime Minister Dmitry Chernyshenko has been appointed responsible for achieving this indicator.

Russia must also maintain sixth place in terms of the number of researchers in full-time equivalent among leading countries. The authorities want the country to rank 10th in the world in terms of research and development spending by 2030, while currently the country is in 11th position.

The Cabinet intends to increase domestic spending on research and development from all sources to 2% of GDP. The share of extra-budgetary sources in the structure of these costs may increase from 37.4% to 43%.
